Where does the train line start and end? How many kilometers?
Kars-Iğdır-Aralık-Dilucu Railway Connection Project (KIAD) starts from the central district of Kars and continues towards the district of Digor. The railway route, which continues from the borders of the district of Digor to the Tuzluca district of Iğdır province, passes through the central district and Karakoyunlu district and ends at the Dilucu location, where the border gate is located within the borders of the district of Aralık.
The total length of the project is planned as 223,9 km and as an art structure;

How many stations will be built within the scope of the project? In which regions will the stations be?
There will be a total of 5 passenger stations and 1 loading station on the route. The train line will pass through Digor, Tuzluca, Iğdır, Aralık and Dilucu stations. The loading station will be in the Kars – Subatan location.
How long will the travel time be?
After the completion of the project, it is planned to be an 85-minute journey with the train traveling at 160 km/h during the operation phase. The project is expected to carry 8 million passengers and 21 thousand tons of cargo per year.
When will the project start?
It will start in 2025.
How long will the construction year of the project last?
The project is expected to be completed in 4 years and is planned to start service in 2029.
Who will operate the project?
KIAD Project owner is the General Directorate of Infrastructure Investments (AYGM). Following the completion of the KIAD Project, the project, including all structures and other elements included in the Construction Contract, transferred to the Turkish State Railways (TCDD) by AYGM will be put into operation.
What will be the investment cost of the project?
The investment cost of the KIAD High Standard Railway Project is 65 billion liras.
Does the project harm the environment?
An Environmental and Social Impact Assessment (ESIA) study at international standards has been carried out within the scope of the project. What kind of benefits and advantages will the project provide?

I have land in that region. Does expropriation affect me?
Expropriation procedures within the scope of the project are carried out by the General Directorate of Infrastructure Investments (AYGM) in accordance with the Turkish Republic Expropriation Law and IFC Performance Standard 5. For information specific to your land, you must apply in person as the landowner to the expropriation office established at our Iğdır Suveren construction site.
How are expropriation prices determined?
The expropriation prices of the project are determined by taking into account many different criteria (land type, zoning status, cultivated crops, outbuildings, etc.) in line with the relevant laws and regulations. How will expropriation be carried out?
It will be carried out within the scope of the Expropriation Law No. 2942. Expropriation procedures will be initiated by meeting with the owners, who are the basis for expropriation, within the scope of Articles 10 or 27.
How will the expropriation price be determined and how will the payment be made?
The price to be determined as a result of the land valuation study to be carried out on a parcel basis within the framework of the criteria specified in the law and international standards will be proposed to the owners, and in case of agreement, the price will be paid in advance and the transfer transaction will be carried out at the land registry office.
What happens if I do not accept the expropriation price?
The owners have the right not to accept the proposed expropriation price. In this case, the administration (AYGM) will file a price determination and registration lawsuit with the relevant Civil Court of First Instance for the purpose of determining the expropriation price and request the court to determine the price.
The court will determine the expropriation price by conducting an on-site inspection through experts it will appoint.
How do I receive the expropriation price?
In case of agreement, the expropriation price will be paid in advance through the bank along with the transfer of rights in the land registry office. In case of disagreement, the price determined by the court decision at the end of the court process and blocked in the local bank branch will be paid to the rightful owners specified in the decision.
Will the price of the cultivated product be paid?
The price of the cultivated product that will be damaged by the construction activities will be paid to the product owner immediately before the construction works start on the land according to the current status of the crop and the product value to be obtained from the agricultural directorates.
The land is mine, but I rented it, the cultivated product belongs to someone else, who will receive the product price?
The products and owners that will remain in the construction corridor and be damaged will be determined by the work to be done on the land and recorded in the minutes. In the mentioned case, the declarations, the lease contract if any, and the approval of the headman will be taken as basis and the price will be paid to the rightful owner specified in the minutes according to the declaration.
I am using the Treasury land without permission, will I be able to receive the land or product price?
You can receive the product price provided that you present the ecri misil document, if any, during the determinations. The land price will be paid to the Treasury.
How will the Village Legal Entity assets be expropriated?
The decision of the Village Legal Entity regarding the transfer of land is recorded in the decision book and the transfer transaction is carried out at the land registry, and the price is deposited into the Village Legal Entity account.
I do not want the line to pass through my land, what should I do?
After receiving the expropriation notification, you can file a lawsuit to cancel the expropriation decision within the legal period.
Who will pay the court costs in the price determination and registration case?
Any litigation expenses incurred during the court process will be paid by the administration (AYGM).
The land is registered in my grandfather’s name in the land registry, what should I do if I am the heir?
You must apply to the land registry office with your grandfather’s inheritance certificate and request that the land be transferred to your name and the other heirs. Without this process, the expropriation rights transfer and the fee payment cannot be made in the land registry. The application of one of the heirs is sufficient for the transfer.
How will the expropriation be carried out if my brother, who is a shareholder in the land, does not reside here?
If one or more of the shareholders is abroad or in another city, if a power of attorney can be obtained, the transfer transaction can be made through power of attorney. The powers of attorney must clearly state the island parcel number of the immovable and the type of title deed transaction that the person is authorized to perform. If a power of attorney is not given, all shareholders must come together and perform the land registry transaction. Since notification is made through embassies for those living abroad, the process takes a long time.
Who will receive the expropriation fee if the land is mortgaged?
During the land registry transaction, the land registry offices seek the consent of the mortgagee. If this consent is not given, the expropriation fee is paid to the mortgagee and deducted from your current debt.
What will be done if construction activities extend beyond the temporary easement area?
In the KIAD project, all construction activities will be carried out within the expropriated area. In the event that this area is exceeded by necessity, the landowner/user will be contacted and the additional damage caused will be covered after obtaining their consent.
